The Town of Middletown Utility Billing Office handles the billing and processing of payments for residential and commercial customers of the Town of Middletown's electric, water, sewer and trash services.
The billing office is open Monday through Friday from 8 a.m. to 4 p.m. in person. Customers may call into the office on those days through 4:30 p.m. with questions. (Call 302-696-2958)
Payments for Town of Middletown Utility Bills can be mailed in, dropped off in the outside utility box along the driveway of Town Hall, or given to the cashiers when a receipt is needed. Please do not use staples or tape, and be sure to write your account number on your check or money order. Also, due to recent potential scams, the Town of Middletown requires a form of ID. We accept cash, credit cards, debit cards, checks, money orders and cashiers checks at our cashier window. Other payment methods include automatic direct debit and budget billing , which are automatically taken out of your checking or savings account each month when the bill is due. Payments made by debit or credit card over the phone or over the Website are charged a “service fee” by a third-party processing company. The Town of Middletown does not receive any portion of this fee and does not set this fee. No-charge payments can be made over the phone or website using a checking account (routing number and account number).

The responsibility of the Town of Middletown Electric Department is to operate and maintain the municipal electric system. Our assignment is to provide clean, uninterrupted power supply at an affordable price to our customers and assist them with their electrical needs. The department maintains the town's streetlights and electrical equipment to run the town's wastewater and water treatment facilities. Additional duties include the installation of new electric lines at our new Middletown neighborhoods and upgrading our older facilities.

The Mayor and Council of Middletown

The Town of Middletown Maintenance Department is charged with maintaining all of the buildings owned by the Town government.
The Maintenance Department also fixes and maintains mechanical equipment, buildings, and machines. Tasks include plumbing work, painting, flooring repair and upkeep, electrical repairs and heating and air conditioning system maintenance.
The Town of Middletown Municipal Services Department handles the parks and streets maintenance functions for the Town.
Municipal Services Department maintains all Town-owned open spaces and parks in town limits as well as town trails, ponds, sports facilities and other community facilities. They also work to maintain the Town's streets, storm drains, yard waste collection and more.
The Municipal Services Department handles all of the grass cutting, snow plowing, street sweeping and street sign replacements. This department also does the tree pruning in the Town's open space areas, maintains all of the playground equipment in town-maintained parks and other various tasks such as trash removal in the parks.
This department also handles the collection of grass, leaves and other yard debris that overflows from the weekly yard waste services provided by the Town's trash provider, Casella.

If you are planning any new home improvements, or new buildings in general, be sure to contact the Permits/Inspections Department to obtain a building permit. Following the completion of the building permit, an inspection must be scheduled with our code officials, so the permits can be completed and certificate of occupancy issued.

Building or installing patios, decks or patio covers; chimneys; garages; ventilation, heating or air-conditioning supply or exhaust systems; swimming pools; and tool or storage sheds.
Adding or changing rooms, dormers, windows or wall openings, circuits or other parts of electrical systems; walls to a porch; and garages to a livable area.
Replacing or repairing roofing, termite damage, porches, existing stone, brick or concrete.
Demolishing any structure or part of a structure affecting a building on your property.
Commercial tenant fit-outs and additions to commercial buildings
A building permit ensures that work is done in compliance with the International Building Code and Code of the Town of Middletown and ensures that each phase of work is inspected by the town code official. Contractors hired to perform building or reconstruction work must be licensed with the town.
Inspections - Each non-occupant owner of a residence who rents or leases to another person is required to have the property inspected prior to occupancy.

The Middletown Mayor & Council established a Police Accountability Committee on Jan. 13, 2025. The Committee held its first meeting on Jan. 15, 2025. The group meets quarterly.
Starting in January, 2026, meetings will be held in Middletown Town Hall Council Chambers, 19 W. Green Street, Middletown.
Middletown Councilman David Thomas will serve as Chairman of the Committee and worked with the Middletown Mayor & Council to appoint members who met the requirements of the 2023 Delaware Law amending Title 11 of the Delaware Code.
The Code requires that all police departments, establish either individually or in combination with other departments, police accountability committees or boards to provide advice to departments on policy, training, and other issues relating to or affecting the department and the communities served by the department. The requirement shall recommend that a police accountability committee or board must include in its membership a religious leader from the community and members of the community who have been impacted directly or are immediate family members or caregivers of those impacted by the juvenile or adult criminal justice system. Non-officer members shall be required, within 1 year of appointment, to complete 20 hours of community training with the departments overseen by the applicable board, which may include ride-alongs or a citizen’s police academy. Additional mandates for membership or structure may be included. Police accountability committees or boards are subject to the requirements of the Freedom of Information Act, Chapter 100 of Title 29.

The Water/Wastewater Department is responsible for the operation and maintenance of the water distribution and sewer collection system in the Town of Middletown, as well as all fire hydrants throughout the Town.
The Town also maintains Wastewater treatment facilities on Industrial Drive, in the Legends and on Green Giant Road, processing more than 100 million gallons of wastewater per day.
We consistently strive to enhance our water and sewer services to the community.
